I suggest that Hong Kong be used as an experimental laboratory for new economic and social ideas. This could be done by allowing Hong Kong to chart its own course, by using whatever wise and foolish ideas it chooses, whilst being observed by Chinese monitors.
Where Hong Kong's ideas do not work well there would be no loss to the rest of China. However, where its ideas do work to the betterment of the people of Hong Kong, these ideas could then be trialled in China for the betterment of all Chinese people.
'The Times' newspaper of England once said after an election, that, to rule is to serve; so I hope that this letter may be of assistance in helping the Chinese leaders to serve their people.
